I'm not sure that there was a District 27, as that would have implied that there was a Tennessee-only district. But there were playoffs that involved teams from AL, MS and TN before 1951. - My rationale here was that District 19 WAS represented in every year up until the district was reassigned to Pennsylvania. I think the best thing to do is openly acknowledge our confusion on the matter until we have something more concrete. Jon 19:37, 24 December 2011 (UTC)
